長野県内の公民館の数はダントツの全国1位（長野県栄村・小滝公民館）
特集は信州の公民館です。実は長野県内の公民館の数はダントツの全国1位。なぜ公民館が多く、活動も活発なのか、その背景を探りました。
小滝公民館の活動を学ぶ研修
約40人が暮らす栄村小滝集落。その小さな集落の公民館に、県内各地の公民館主事など25人が集まりました。
村内外から人を呼び込むイベントなどを企画し「長野県公民館活動アワード」で表彰された小滝公民館の活動を学ぶ研修です。

「小滝集落はいろんな活動を通して、みんなが主役になって、みんなが必要とされる」
公民館は本来、「社会教育を推進する場」ですが、最近は子育て支援や地域活性化など活動の幅が広がっていて、長野県は特に「活発な地域」とされています。
それを物語るデータがあります。国の調査によりますと、長野県の公民館数は1802館。2位の埼玉県の489館を大きく引き離し、ダントツの全国1位です。（3位宮城県439館、4位愛媛県433館）
都道府県別の公民館数
ただ、この数字も実態を正確に捉えているとは言えないようです。そもそも公民館は自治体が設置する「公民館」と集落や町会などの単位で運営する「自治公民館」があります。
「自治公民館」で国が把握しているのは条例に基づいたものだけ。県生涯学習推進センターは、条例に基づかない独自に設置・運営されている「自治公民館」を含めると、県内には3800館以上あるとみています。

「松本は町内公民館が400数十あるんですけど、住民の皆さんが主体的に活動するのが地域づくりで非常に大事なのかなと」

「やはり隣近所のつながりから始まってるのかなと。そこで支え合い、助け合うという精神が長野県は強いのかな」
なぜ、長野県はこれほど公民館が多いのでしょうか。公民館活動を支援する県生涯学習推進センターの木下巨一所長は「歴史的な背景がある」と話します。

「国が公民館をつくりましょうという時に、待ってましたと長野県内のいろんな地域で公民館がすぐにできた。戦後の公民館の第一号は、南木曽町の妻籠公民館と言われています」
